Pedicab PSPO

The Pedicab PSPO consultation launched on 20 June and ran for 4-weeks to 20 July, during which time 1,279 people visited the site and we received over 200 contributions.

Respondents agreed overwhelmingly that the behaviours targeted were a problem in the local area, with two-thirds rating the proposals as likely to have a positive impact on their quality of life.  86% of people supported the proposal to create a PSPO to regulate Pedicabs in Westminster, and of those not in support, most felt the order did not go far enough in curtailing the most problematic behaviours, in particular noise nuisance.

There were just three respondents making a case for not introducing an order: two who felt we should wait for the implementation of TfL’s licensing scheme, and one who wanted more consideration of how pedicabs can better fit into the mix of transport options in central London.

Consequently, in November 2025 the Cabinet Member approved the creation of a Pedicab PSPO to run for 3-years until November 2028, unless varied or withdrawn.  Full details of the order are on our website: www.westminster.gov.uk/pspo
