Planning in Westminster

Westminster is a unique part of Central London that combines the commercial and cultural importance of the West End with an extensive network of residential communities spread across the whole city. Alongside this the city has a rich built heritage, including internationally recognised landmarks, over 11,000 listed buildings and structures and 56 conservation areas.

In this context, development in Westminster has to be well designed, highly sustainable and contextual, whilst also ensuring that the city remains a focal point for innovation. Development must also balance economic vitality and growth with the needs of our communities, which vary across the city.

The council believes in a planning process that listens to the views of communities and utilises the views of our local experts to make development proposals more successful and more responsive to local need. This approach is set out in the council’s Early Community Engagement guidance.

The pilot Community Planning Advice service will run initially for 10 months from April 2025. The service is aligned with the approach to community engagement in our guidance and delivers free support to communities at application stage on major and large-scale applications to enable them to make more effective representations on emerging development proposals that will have a lasting impact on their part of the city.
