Proposed Scheme
What is being proposed and why?
Kensington Gore Queens Gate - Local Safety Scheme
Scheme Background
As part of the Local Safety Scheme (LSS) programme an analysis of all Personal Injury Collisions (PICs) was completed for the City of Westminster. This analysis highlights locations where there have been 2 or more Killed or Seriously Injured (KSI) at the junction requiring further investigation to develop design solutions.
The picture below shows the PIC's recorded at this location which this scheme aims to address.
This location is a busy signal controlled junction with pedestrian facilities only on one arm.

To improve road safety WCC is proposing to implement the design outlined as it effectively addresses the identified safety concerns at this location. This proposal is designed to significantly enhance pedestrian safety and mobility in the area, with the introduction of footway buildouts and 'all around green man' pedestrian crossing points and simplification of traffic movement.
These measures not only provide a safer crossing environment for pedestrians but also help to slow down vehicular traffic, promoting a safer shared space between road users.
Moreover, the design also incorporates other safety features, such as improved lighting (subject to the outcome of the lighting review) and clearer signposting, ensuring that both pedestrians and drivers have enhanced visibility, especially during hours of darkness.
By combining measures with increased pedestrian awareness and reduced vehicular conflict, this proposal not only addresses immediate safety concerns but also fosters a safer, more efficient road network for all users.
Improvements include
- Upgrading pedestrian crossings to controlled crossings, increasing their width for improved pedestrian experience and safety;
- Applying buff-coloured surfacing at crossing points to enhance visibility for both pedestrians and drivers;
- Modifying the pedestrian crossing at Queen’s Gate by repositioning the island to achieve a straight crossing while maintaining a suitable width of 2.4m;
- Implementing footway build-outs near the junction at both sides of Queen’s Gate and the southern side of Kensington Road, improving pedestrian safety, visibility, and allowing for additional cycle parking facilities;
- Relocating bus stop RS as part of the eastern footway build-out, enabling the introduction of a proper bus cage and shelter, eliminating the need for passengers to step into the carriageway;
- Retaining all three existing trees while enhancing their tree pits with a resin-bound surface treatment to promote tree health and pedestrian accessibility; and
- Reviewing and relocating three lamp columns to improve visibility at the new pedestrian crossing locations.
