Elizabeth Street Consultation

You Said, We Did

We Asked

The Commonplace consultation was undertaken for a period of 3 weeks, ending on 7th November 2023. We asked 3 main questions:

1. Do you support the proposed changes on Elizabeth Street?

2. Which elements of the proposals do you particularly support?

3. Are there any elements you think need further consideration?

You Said

1.

A total of 151 responses were received to the consultation.

The majority of people (86%) support all elements of the scheme.

The remaining 14% indicated they either support some elements of the project or do not support the proposed changes.

2.

Some of the key elements supported from the scheme include:

Support shown for the retention of outdoor dining

Positive feedback to the planters to buffer traffic and enhance biodiversity

The scheme will help enhance the attractiveness of the area

Support for provision of planting and greening

Positive impact of local business

3.

The main areas highlighted as needing further consideration:

Concerned about the impact of the scheme on local residents

Concerned about enforcement issues such as street licencing

Height and location of the planters to be considered for safety reasons i.e. not create blind spots

Need to maintain pedestrian access

Concerns about noise pollution

We Did

In relation to the concerns regarding enforcement, noise pollution and potential impact on the quality of life for residents, all alfresco dining would be operated through a WCC pavement licence. Under the current proposals, there is no intention  to increase to alfresco dining provision, the scheme only involves a reorganisation of the current layout. This gives WCC the ability to revoke the licence and the alfresco dining provision if it is not managed in an acceptable way. A Grosvenor Property Liaison Manager who oversees Elizabeth Street will also ensure tenants adhere to WCC expectations.

Additional concerns regarding the height and location of the planters, light pollution and pedestrian access are all elements that are being carefully considered within the design process for the scheme with ongoing engagement internally within WCC to ensure all WCC specifications and requirements are met within the proposals.

Next steps

The scheme has now been approved to progress to implementation. The next stage is to progress with the Traffic Management Order (TMO) consultation which allows the physical line marking changes to be amended on the ground. This consultation is due to be undertaken late February 2024.
