Cycling Movement Strategy (CMS) Paddington area
About the project
Consultation description
Following a review of the existing temporary scheme, a permanent scheme has been developed which formalises the temporary scheme with a number of improvements proposed that further improve cyclist safety. The proposed scheme includes the following roads:
- Sussex Place
- Stanhope Terrace
- Brook Street
- Spring Street
- London Street
We would like to understand the views of the public on these proposals before a decision is taken on implementing the scheme.
History of the scheme
The Westminster Cycling Strategy provides details on the range of projects that we will be developing over the coming years to encourage more people to take up cycling, to improve facilities for existing cyclists and to improve safety.
The Cycling Movement Strategy Phase 2 is one of many schemes that has been prioritised for implementation later this year, subject to more detailed feasibility, design work and consultation.
Previous consultation
In November and December 2021, we consulted on the ‘Cycling Movement Strategy’ temporary cycle schemes. The consultation sought your views on retaining the 11 temporary cycle schemes installed across the City of Westminster as part of our response to COVID-19. The consultation received a great level of support in retaining the temporary cycle lanes whilst we develop proposals to create permanent facilities.
We are now in the process of developing permanent proposals for the 11 cycle schemes.
Summary of proposals
The proposals include:
- Proposed narrowing of existing cycle lanes on Brook Street and Stanhope Terrace to provide additional carriageway width to general traffic.
- Proposed wands on Brook Street to improve cyclist safety on the approach to Bayswater Road.
- Proposed ‘ahead only’ for motor vehicles on Brook Street at the junction with Bayswater Road.
- Buffer zone between existing parking bays and cycle lane on London Street and Spring Street to protect cyclists.
- Proposed green surface dressing where cycle lanes cross side road junctions to reinforce presence of cycle lanes.
- Refresh of existing road markings where needed.

This scheme is expected to be implemented in summer 2023, subject to consultation feedback.
