Pedicabs parked on the pavement

Pedicab Public Space Protection Order (PSPO) Consultation

The consultation to introduce a Public Space Protection Order (PSPO) to restrict specific behaviours associated with the use of pedicabs has now closed.

In response to the feedback received, the Council created a Pedicab PSPO in December 2025 (visit www.westminster.gov.uk/pspo for more details).

PSPOs create legal powers to help local authorities address specific anti-social behaviour (ASB) issues in an area that are having a detrimental effect on the quality of life for those in the local community.

Pedicabs became established in London around 1998 and while they offer an additional choice for typically short journeys in the West End, they are also a source of persistent concerns and complaints.

We consulted on the creation of a new PSPO to place restrictions on Pedicabs to address the most common concerns. Those in breach of the restrictions may be subject to a Fixed Penalty Notice (FPN) and asked to leave the area for up to 24-hours.

Over 200 people responded to the consultation, with 86% of people agreeing or strongly agreeing with the proposal to create a PSPO to help regulate pedicabs in the borough.

Consequently, the Cabinet Member approved the creation of a new PSPO in November 2025 (www.westminster.gov.uk/pspo).
