Background

In December 2021, Westminster City Council’s Cabinet Member for City Management and Air Quality approved the route of Cycleway 43 between Bayswater Road and Gloucester Place.

We originally consulted on the route in 2016 as ‘Quietway 7’. Since then, proposals have changed substantially to meet up to date cycling standards. In May - June 2023 we asked for your views on the updated proposals during the initial design stage to refine and improve them further. Full details of the proposals for the 2023 consultation can be found in the Proposals tile and You Said We Did tile.

The Scheme

The scheme aims to enhance cycle safety and connectivity between Hyde Park and Marylebone with improvements to nine junctions. It will benefit all people who want to walk and cycle in the area.

Stanhope Junction with Bayswater Road is being updated to prioritise cycling and pedestrian movements by truncating vehicle access. This will allow footways to be widened and a more direct approach for cyclists between Hyde Park and the Cycleway 43 route. Signals for the pedestrian crossing on Stanhope Place will be updated, and the crossing will be raised to increase accessibility.

Cycleway 43 connects Hyde Park with the existing facilities at Gloucester Place. The route is part of the Westminster cycle route programme and is part of the London-wide Cycleway network.

The new Cycleway 43 route will also connect with the proposed Cycleway 51 (previously consulted on as Quietway 16, St. John’s Wood to Marylebone) at Bryanston Square and Cycleway 27 (C27) at Norfolk Crescent.

Construction Update

The works are being undertaken in two sections (Section A and Section B).

Work on Section A started in Porchester Place and Kendal Street on 11th August 2025 (local safety and public realm improvements were taking place in the area prior to this) and is expected to move southward and be completed in spring 2026. Work on Section B started Bryanston Square (East) in October 2025, and will move along George Street between Forset Street and Gloucester Place, with expected completion in June 2026.

Each section will be delivered in several phases as shown in the Phase Plans below.

Key Information:

Section A

  • Ongoing closures: Connaught Street remains fully closed between Connaught Square west and Portsea Place. This is to complete the drainage connection. Further details have been sent to local residents and businesses via letter.
  • Weeks commencing 23 March and 30 March 2026: Resurfacing works on Connaught Street, Connaught Square and Seymour Street are due to take place.

Section B

  • Cadent Gas currently have a full road closure on George Street between Montagu Mews West and Montagu Street. This may extend if further excavations are needed to identify the source of a gas leak here. These works are not associated with the Hyde Park to Marylebone Cycleway construction works.

FM Conway have been commissioned on behalf of Westminster City Council to undertake construction of the C43 improvements. These improvements include:

  • Improvement to pedestrian crossings
  • Converting junctions to cycle and pedestrian-only access for safer cycle and pedestrian movements
  • Installing raised tables and extending footway entrances to improve walking and cycling routes
  • Provision of additional cycle parking
  • Introducing contraflow cycle lanes for improved accessibility for people cycling
  • Improving the connection between existing Cycleways (C27)
  • Implementing protected cycle tracks to separate cycles from vehicle traffic.

Pedestrian footways will be maintained as much as is practical throughout the works, however diversions will be required when works to upgrade footways are being undertaken. Pedestrian access to all properties will always be maintained.

Vehicular access will vary depending on the phase of works being undertaken. Diversions will be provided, to direct traffic around the works areas as each of the phases is delivered. Parking suspensions in specific sections may be necessary.

The Council’s appointed contractor FM Conway is carrying out the works. Standard working hours are from 8am to 5pm Monday to Friday, and 8am to 1pm on Saturday. A Public Liaison Officer (PLO) is on-site during construction to help coordinate local access for businesses and residents.

Servicing and loading areas will be designated as close as reasonably possible to locations requiring road closures. These details will be communicated through the fortnightly update emails and regular PLO updates provided to residents and businesses.
