Cycle Movement Phase 3: Bayswater Road
About the consultation
As part of Westminster City Council’s Cycle Movement Strategy, the Bayswater Road Cycle Movement Strategy Phase 3 scheme looks to enhance cycling and pedestrian facilities in both directions along Bayswater Road, from Palace Court to Lancaster Terrace.
The scheme will deliver a permanent, safer and continuous cycling connection linking existing Cycleways C3 and C27 within Westminster, creating a direct east–west route for cycling along the north side of Hyde Park.
The public consultation will run from 10 December 2025 to 4 February 2026. Have your say on the proposals by filling out the questionnaire.

Summary of Proposals
The Bayswater Road Cycle Movement Strategy Phase 3 scheme will introduce a range of upgrades to create a safer, accessible, and more reliable route for everyone walking, wheeling, and cycling along Bayswater Road.
The proposed improvements include:
New segregated stepped cycle track
- Dedicated cycle tracks, raised above the carriageway but lower than the footway, will be provided along Bayswater Road:
- Eastbound: Palace Court Road to Lancaster Terrace
- Westbound: Lancaster Terrace to Caroline Close
- Stepped cycle tracks will provide clear separation from both motor traffic and pedestrians, improving safety and comfort for cyclists.
Safer, more user-friendly junctions
- New cycle crossing introduced on Bayswater Road / Queensway junction to improve safety and connections to C27 cycleway.
- New straight across crossings on Queensway, Inverness Terrace and Leinster Terrace to match pedestrian desire lines and improve accessibility for pedestrians.
Pedestrian crossing Improvements
- Upgrades to tactile paving at existing controlled crossings on Bayswater Road to support those with visual impairments. Including on Palace Court, Orme Square, the north-west entrance to Hyde Park, and west of Lancaster Gate.
- Upgrades to uncontrolled crossings on side roads and introduction of raised tables to improve accessibility and match pedestrian desire lines. Including on on Palace Court, St Petersburgh Place, Orme Court, Queensborough Terrace, and Porchester Terrace.
Upgraded bus stops with bypasses
- Selected bus stops along Bayswater Road will be improved to introduce safer cycle-friendly bus stop bypasses (Whereby a dedicated cycle track travels behind the bus stop, with a dedicated pedestrian crossing to the bus stop island). These will reduce conflicts between buses and cyclists, improving overall safety and convenience at the following locations:
- Eastbound: Caroline Close, east of Leinster Terrace, east of Lancaster Gate
- Westbound: West of Lancaster Gate
- New cycle crossing introduced on Bayswater Road / Queensway junction to improve safety and connections to C27 cycleway.
- New straight across crossings on Queensway, Inverness Terrace and Leinster Terrace to match pedestrian desire lines and improve accessibility for pedestrians.
