Henrietta Street Public Realm Improvements
FM Conway has been commissioned on behalf of Westminster City Council to undertake public realm improvement works on Henrietta Street. Works commenced on 15 January 2026 for an estimated 11-month programme.
The works include footway and carriageway re-construction along the extents of Henrietta Street including sections on Bedford Street and Southampton Street. The construction works are being delivered in phases (shown below) to maintain accessibility along the entire length of the road throughout the duration of the project. More information on the project background can be found here.
The latest Phasing Plan that has been uploaded to Commonplace, as of July 2026, now reflects how project works have evolved over the past months, as communicated regularly in monthly updates, to maximise efficiency and accessibility. This is shown below and is viewable on the project homepage too.

A Phasing Plan showing indicative timings of the planned works on Henrietta Street. This has been updated as of July 2026.
Looking Back
Phase 1 (Southampton Street and Henrietta Street Junction – Footways)
Phase 1 is now substantially complete.
Phase 2 (Southampton Street and Henrietta Street Junction – Carriageway)
Phase 2 is now substantially complete.
Phase 3 (Henrietta Street Southern Footway)
Phase 3 is now substantially complete. Works to the remainder of Henrietta Street’s southern footway, at the junction with Bedford Street, are being completed in tandem with Phase 4/5C works, which involve the part of Henrietta Street’s northern footway and carriageway that also form the junction with Bedford Street.
Phase 4 (Henrietta Street Northern Footway) and Phase 5 (Henrietta Street Carriageway) – Combination of Works
Work is ongoing on the remainder of Phase 4 and Phase 5 in combination.
Combining Phase 4 and Phase 5 allows us to complete the required footway and carriageway works in one go, reducing the need to return to certain areas at a later stage. This improves efficiency and minimises disruption to residents and businesses.
Like with Phase 3, the combined Phase 4 and Phase 5 works are being delivered in 3 sub-phases to maximise accessibility and further minimise disruption.
Phases and timings are subject to change. Any updates or changes as works progress will be communicated via Commonplace.
Phase 4/5A (Henrietta Street Northern Footway / Carriageway Between Nespresso and Cora Pearl)
Phase 4/5A is now substantially complete.
Phase 4/5B (Henrietta Street Northern Footway / Carriageway Between Cora Pearl and c. No. 24 Henrietta Street)
Phase 4B is now substantially complete.
We have begun the installation of bespoke paving stones at the forecourts of 4 retail units in the Phase 4B area, as shown in the image below. The existing paving stones which they are replacing are being excavated by hand, and the new paving stones installed by hand, taking care to protect shallow lying vaults outside the retail units.
These bespoke paving stones are being installed in front of Nos. 25, 26, 28 and 29 Henrietta Street (Empresa, Cheaney, a currently vacant retail unit, and Miffy Christmas, respectively).

The bespoke paving stones installed outside of No. 28 Henrietta Street.
Phase 5B is also now substantially complete. Works to repave, clean, and seal the carriageway were completed by the end of September, with fencing now removed throughout the whole Phase 4/5B area.
The new streetscape in the Phase 4/5B area is shown in the image below.

Phase 4/5C (Henrietta Street Northern Footway / Carriageway Between No. 24 Henrietta Street and the Henrietta Street / Bedford Street Junction)
We have repaved Henrietta Street’s northern footway as far as No. 22 Henrietta Street.
This brings us in line with the extent to which Henrietta Street’s southern footway has been repaved already (Phase 3C works), as far as All Bar One. We have also installed a new socket for the lamp column on this footway outside All Bar One.
Now that the footways on both sides of Henrietta Street have been repaved as far as the Bedford Street junction, all properties and businesses up to this point are free of fencing.
Works by third-party utility companies in this area (Vodafone and Colt) are now complete.
We have subsequently excavated and installed new kerb lines extending around both sides of the junction and onto Bedford Street, and extended fencing on both sides.
We will return to complete the final works on these footways after paving the carriageway in the Phase 5C area, which we have now started.
After fencing off the Phase 5C area for safety, we have already excavated the carriageway and are now working to level and concrete it ahead of paving it.
Until works on the carriageway in this area are complete, pedestrian access onto Bedford Street has been safely maintained via the footways on either side (the Phase 3C and Phase 4C areas).

Looking Forward
Phase 4 (Henrietta Street Northern Footway) and Phase 5 (Henrietta Street Carriageway) – Combination of Works
Phase 4/5A (Henrietta Street Northern Footway / Carriageway Between Nespresso and Cora Pearl)
Phase 4/5A is now substantially complete.
Signage and signposts for the new Loading Bay in this area will be installed in the coming weeks.
Phase 4/5B (Henrietta Street Northern Footway / Carriageway Between Cora Pearl and c. No. 24 Henrietta Street)
Phase 4/5B works are substantially complete, with the exception of the bespoke paving stones to be installed in the areas outside the retail units as outlined previously.
These works are scheduled for completion by the end of w.c. 26 October.
Signage and signposts for the new Loading Bay in this area will be installed in the coming weeks.
Phase 4/5C (Henrietta Street Northern Footway / Carriageway Between No. 24 Henrietta Street and the Henrietta Street / Bedford Street Junction)
As mentioned, we will return to complete the final works on footways in the Phase 3C and Phase 4C areas after completing the works to resurface the carriageway in the Phase 5C area.
The carriageway is scheduled to be reopened to vehicles by w.c. Monday 2 November. This will enable the delivery of street furniture, including new seating, which will support the full completion of the overall project.
Once the carriageway works are complete, all remaining Phase 3C and Phase 4C works are scheduled for completion by the end of w.c. 2 November.
