Anti-Social Behaviour Call for Evidence
After establishing a PSPO to help address on-street ASB concerns in the area around Victoria, we sought feedback on any other areas of Westminster where there were similar concerns.
You said that all of the issues affecting South Westminster, were also present in the West End, in particular the areas of Soho and Mayfair, as well as Covent Garden and The Strand.
You also said that most of these issues were impacting quality of life in Church Street, Queens Park, Westbourne and Bayswater.
The most reported concerning behaviour was littering, urinating, or defecating on-street, followed by loitering under the influence of alcohol or drugs and visible drug use in public spaces.
After reviewing these responses, the Council will shortly be launching a consultation to create a new, city-wide order, with two sets of area specific restrictions, as well as a small number of prohibitions and requirements that would apply across the whole of Westminster, as summarised in the image below:

The consultation will launch at westminsterasbpspo.commonplace.is, in January 2026
