C63 – Cycle and Safety Improvement Works: Construction

Route: extent of Cleveland Street

Background

In December 2021, Westminster City Council’s Cabinet Member for City Management and Air Quality approved the route of the Cleveland Street Cycleway between Maple Street and Mortimer Street. This section forms part of wider proposals to provide cycleways in the West End.

Westminster City Council and Camden Council want to make it safer and more pleasant to cycle and walk in (and between) both boroughs. This is part of a joint strategy to promote journeys by public transport, foot and cycle, to improve air quality and for London to become a carbon neutral city.

Safe, direct and accessible walking and cycling routes in the West End are important in achieving this.

The Scheme

Improvements along Cleveland Street aim to enhance cycling and pedestrian safety. A southbound contraflow cycle lane will be introduced between Maple and Mortimer Streets, with physical separation from northbound traffic where possible, without affecting vehicle flow. Junction upgrades at Maple Street include a new zebra crossing and realignment to improve comfort for walkers and cyclists.

A segregated link to Cycleway 27 on Clipstone Street will connect westbound and eastbound routes into Camden, Islington, and Marylebone. Additional zebra crossings at Maple Street and Riding House Street will improve pedestrian access.

Signal changes will support southbound cycling on Newman Street. Improved pedestrian crossing at Tottenham Street and a segregated cycle pocket at Maple/Clipstone junction will boost safety. Double yellow lines and loading restrictions will support uninterrupted cycling.

Construction Update

Each section will be delivered in phases as shown in the Phase Plan below. Works on Phase 1 started on 20 November 2025.

The phase plan for the Cleveland Street Cycleway construction

FM Conway have been commissioned on behalf of Westminster City Council to undertake construction of the C63 improvements. These improvements include:

  • Introducing a contraflow cycle lane
  • Changes to junction alignment and priority
  • Creating a segregated link to Cycleway 27
  • Extended advanced stop lines and early release signals
  • New zebra crossings
  • Widening the existing zebra crossing
  • Signal changes at Howland/New Cavendish Street junction
  • Segregated cycle pocket at Maple Street/Clipstone Street junction
  • Replacing single yellow lines with double yellow lines and introducing “no loading” restrictions on Cleveland Street

Pedestrian footways will be maintained as much as is practical throughout the works, however diversions will be required when works to upgrade footways are being undertaken. Pedestrian access to all properties will be maintained.

Vehicular access will vary depending on the phase of works being undertaken. Diversions will be provided, to direct traffic around the works areas as each of the phases is delivered. Parking suspensions in specific sections may be necessary.

The Council’s appointed contractor FM Conway is carrying out the works. Standard working hours are from 8am to 5pm Monday to Friday, and 8am to 1pm on Saturday. A Public Liaison Officer (PLO) is on-site during construction to help coordinate local access for businesses and residents.

Servicing and loading areas will be designated as close as reasonably possible to locations requiring road closures. These details will be communicated through the fortnightly update emails and regular PLO updates provided to residents and businesses.
