Cycle Movement Strategy Phase 2: Harrow Road

History of Scheme

The Westminster Cycling Strategy provides details on the range of projects that we will be developing over the coming years to encourage more people to take up cycling, to improve facilities for existing cyclists and to improve safety.

The Cycling Movement Strategy Phase 2 for Harrow Road is one of many schemes that has been prioritised for implementation later this year, subject to more detailed feasibility, design work and consultation.

In November and December 2021 Westminster consulted on the ‘Cycling Movement Strategy’ temporary cycle schemes. The consultation sought stakeholder views on retaining the 11 temporary cycle schemes installed across the City of Westminster as part of the City Council’s Covid response. The consultation received a great level of support in retaining the temporary cycle lanes whilst we develop proposals to create permanent facilities.

We are now in the process of developing permanent proposals for the 11 cycle schemes.

Summary of Proposals

The scheme has been broken down into three sections due to the size and length of the scheme. The proposals for each section are:

Harrow Road Section 1: From Ladbroke Grove to Elgin Avenue

  • Introduction of protective 0.5m wide buffer zone between existing parking/ loading bay and cycle lanes to ensure cyclists safety is maximised.
  • Upgrade of existing waiting and loading restrictions to align with the cycle lane timing and to provide a clear route for cyclists.
  • Existing single blips on approach to Elgin Avenue junction to be upgraded to double blips indicating no loading at any time. This is to provide a clear route for cyclists and prevent any parked vehicles closer to the stop line.
  • Visual segregation (wands) along sections of Harrow Road to provide additional protection to cyclists. Upgrade of existing waiting and loading restrictions to double yellow line and double blips in locations where wands to be installed.

  • Proposed 1.2m advisory cycle lane between Second Avenue and First Avenue with 0.5m buffer zone between cycle lane and proposed loading bay to protect cyclists.
  • Proposed right turn pocket for vehicles to turn right from Harrow Road onto First Avenue. This is to ensure eastbound traffic is not held up by vehicles waiting to turn right from Harrow Road onto First Avenue.
  • Refresh existing road markings where needed and introduction of green surface dressing in areas such as junctions with side roads where the presence of cyclists needs to be highlighted further.
