Council Tax Support (CTS) scheme consultation
We want to hear your views on a possible change to Westminster's Council Tax Support (CTS) scheme for working age residents.
As part of wider budget pressures and reduced government funding, the council is considering whether working age residents receiving Council Tax Support should make a minimum contribution towards their Council Tax bill.
Consultation closes at midnight on 12 November 2026.
About the project
Council Tax Support helps people on a low income pay less Council Tax. Westminster currently offers up to 100% Council Tax Support for eligible working age residents, meaning many households receiving support do not pay any Council Tax. Most London boroughs require residents receiving support to make some contribution towards their bill, making Westminster one of only a small number of boroughs that currently provides support at this level.
The UK Government's Fair Funding Review has resulted in a loss of £100 million in grant funding for Westminster over the next four years. Combined with rising costs and demand for services, this means the council must consider a range of options to help manage future financial pressures, including raising Council Tax and reducing services.
We are consulting to understand the potential impact of this proposal, hear residents' views and understand whether you think any groups should be protected or exempt before a decision is made.
Important: This consultation only relates to the Council Tax Support scheme for people of working age. The Council Tax Support scheme for pensioners is not changing.
