Henrietta Street Public Realm Improvements

FM Conway has been commissioned on behalf of Westminster City Council to undertake public realm improvement works on Henrietta Street. Works commenced on 15 January 2026 for an estimated 11-month programme.

The works include footway and carriageway re-construction along the extents of Henrietta Street including sections on Bedford Street and Southampton Street. The construction works are being delivered in phases (shown below) to maintain accessibility along the entire length of the road throughout the duration of the project. More information on the project background can be found here.

The phasing plan for the Henrietta Street Public Realm Improvements project. Phases and timings are indicative and subject to change.

In order to undertake the works safely, the closure of Henrietta Street to traffic is required. Appropriate diversion routes will be marked on site. The latest information about project Servicing Plans can be found here, which details impacts on servicing and deliveries.

Servicing Plan Update – Reminder

From Tuesday 23 June, vehicular access is available only from Southampton Street northbound into Covent Garden.

Vehicular access from Bedford Street onto Henrietta Street will be closed.

This is illustrated in the image below.

The Servicing Plan that has come into effect from Tuesday 23 June will remain in place until the completion of the project.

Traffic flow on Maiden Lane remains reversed to allow through traffic between 7 am and 11 am. Maiden Lane remains closed to traffic between 11 am and 7 am.

Looking Back

Phase 1 (Southampton Street and Henrietta Street Junction – Footways)

Cycle stands have been installed on both footways on Southampton Street (see the image below).

The new cycle stands on Southampton Street.

Phase 3 (Henrietta Street Southern Footway)

Works on Phase 3 commenced on Friday 17 April. As outlined in previous updates, Phase 3 works are being split into sub-phases to minimise disruption to residents and businesses as we move westward along Henrietta Street’s southern footway, toward Bedford Street. These works are taking place as follows:

  • Phase 3A: Between No. 1 and c. No. 8 Henrietta Street (substantially complete)
  • Phase 3B: Between c. No. 8 Henrietta Street and c. No. 16 Henrietta Street (substantially complete)
  • Phase 3C: Between c. No. 16 Henrietta Street and All Bar One (underway)

These phasing and timings are subject to change. Any updates or changes as works progress will be communicated via Commonplace.

Access to residences and businesses will be maintained at all times.

As we progress further into Phase 3, we will have traffic marshals on site to assist and advise drivers.

Phase 3A (Between No. 1 and c. No. 8 Henrietta Street)

A new and extended kerb line has been installed between No. 1 and No. 7, with new paving complete (see the image below).

The refurbished footway between No. 1 and No. 7 Henrietta Street.

Phase 3B (Between No. 8 and No. 16 Henrietta Street)

Excavations for a new and extended kerb line have been completed between No. 8 and the Henri Hotel. New kerb lines have been installed and the installation of a new loading pad (outside No. 8 to No. 10) is complete. New paving is being completed along this new kerb line (see the image below).

Phase 3C (Between No. 16 Henrietta Street and All Bar One)

Phase 3C works commenced between No. 16 Henrietta Street (Co Thanh) and All Bar one on Tuesday 23 June, starting with the excavations of a new and extended kerb line.

Phase 4 (Henrietta Street Northern Footway)

A new kerb line has been installed and paving completed around the Covent Garden junction outside Nespresso; this is so the carriageway area here could be fully completed before works progressed further along Henrietta Street.

Phase 5 (Henrietta Street Carriageway)

As an extension of Phase 2 works (Southampton Street and Henrietta Street junction – carriageway), works to refurbish the carriageway across the junction between Henrietta Street and Covent Garden have been completed (see the image below).

Looking Forward

Phase 3B (Between c. No. 8 Henrietta Street and c. No. 16 Henrietta Street)

Outstanding paving ongoing for Phase 3B works is expected to be completed by the end of the W.C. 29 June.

Phase 3C (Between No. 16 Henrietta Street and All Bar One)

Phase 3C works will continue in the same fashion as previous phases, with excavations followed by the installation of a new kerb line and then new paving to complete the refurbishment of the footway. The second new loading pad will be installed during Phase 3C as well.

Phase 4 (Henrietta Street Northern Footway) and Phase 5 (Henrietta Street Carriageway) – Combination of Works

Following the completion of Phase 3, we will commence work on the remainder of Phase 4 and Phase 5 in combination.

Combining Phase 4 and Phase 5 will allow us to complete the required footway and carriageway works in one go, reducing the need to return to certain areas at a later stage and improving efficiency whilst minimising disruption to residents and businesses.

Like with Phase 3, the combined Phase 4 and Phase 5 works will be delivered in 3 sub-phases to further minimise disruption. These are planned to operate as follows:

  • Phase 4/5A: Between Nespresso and Cora Pearl
  • Phase 4/5B: Between Cora Pearl and c. No. 24 Henrietta Street
  • Phase 4/5C: Between c. No. 24 Henrietta Street and the Henrietta Street / Bedford Street junction

These phasing and timings are subject to change. Any updates or changes as works progress will be communicated via Commonplace.

As always, access to residences and businesses will be maintained at all times.
