January 2024

Westminster’s Partial City Plan Review is progressing. We are seeking your input to help shape future Site Allocation policies.

About the project

Email

As part of the Partial City Plan Review, the council is planning on introducing four Site Allocations across the city for the sites at:

  • - Grosvenor Sidings
  • - Land adjacent to Royal Oak station
  • - St Mary's Hospital
  • - Westbourne Park Bus Garage

What is a Site Allocation?

The council is looking to introduce these Site Allocations in order to unlock the potential of disused but complex sites and to encourage good growth that provides the city with new homes, jobs and spaces for the community to enjoy.

The council would like to share with you the emerging vision and principles for the proposed Site Allocations and seek feedback to assist in drafting policy.

Please click on each Site Allocation's tile below to view the information for each site and to access the feedback survey. Comments are to be submitted by 26 January 2024.

Following this engagement, feedback will be reviewed and considered in drafting the policies. We will formally consult on the draft policies in March 2024 where you will have an opportunity to view and comment on the draft policy before it undergoes public examination and is formally adopted.

Timeline

Call for sites

January 2022 - May 2022
The council gathered up-to-date information on potential development sites by inviting landowners to nominate and justify why their site should be a Site Allocation.

Assessment

May 2022 - September 2022
The council screened all of the submitted sites, ensuring that they met the eligibility criteria and were ready to be developed.

Regulation 18 Consultation

October 2022 - November 2022
The council undertook its first round of formal statutory consultation, notifying all stakeholders that the city intended to complete a partial review of the City Plan. Stakeholders were invited to submit comments to inform the partial review. Landowners are also given another opportunity to submit their sites as potential Site Allocations.

Additional Assessment

December 2022 - December 2023
Any newly submitted Site Allocations are screened. The council identified four sites which are capable of prioritised as Site Allocations. The four sites that have passed screening are then assessed for suitability and achievability. More information on the assessment process can be found on the FAQ page. The council gathered evidence to inform the policy wording and started to consider the form of the policies, drafting guiding principles.

Informal Engagement

Early January 2024 - 26 January 2024
The council is looking for feedback from stakeholders that interact with, or are in close proximity to the four sites to inform final policy wording.

Policy Drafting

February 2024 - March 2024
Following Informal Engagement, the council will review each of the submitted comments and use this feedback to inform the draft policy.

Regulation 19 Consultation

March 2024 - April/May 2024
The council will undertake formal statutory consultation and seek feedback from all stakeholders on the partial City Plan review. This will include the draft policy wording for the Site Allocations.

Submission to Examiner

Mid 2024 -
The council will review and consider each of the comments received during Regulation 19 Consultation and submit the final revised City Plan to the Planning Inspector for examination.
