Thank you to everyone that provided feedback on the first round of consultation to help us develop an expanded order to tackle on-street ASB across the whole of Westminster.
This informal consultation ran from July until November 2025. The consultation was an issues gathering exercise which has helped us to identify areas that the South Westminster order could, and should be expanded to include.
Who responded?

Below are the main ASB hotspots from feedback received:
- Maida Hill o/s Sainsburys – street drinking / drug use
- o/s Porchester Hall – street drinking, urination
- Church Street – drug use, street drinking
- Marylebone Station
- Marble Arch –cycling, drug use, street drinking, aggressive begging
- Mayfair – street urination, groups congregating
- Soho – pedicabs, delivery riders, cyclists, street drinking, drug use
- LSQ – aggressive begging, drug use
There were some differences in the concerning behaviours reported by residents in different areas of the City:

Issues relating to persistent and aggressive begging were not referenced in areas outside of South Westminster and the West End (left hand chart), but other behaviours were reported consistently across the City.
Consequently, the Council is proposing a new order split into three elements:
- City-wide - issues that are a concern everywhere in Westminster
- Area specific - issues that are mostly a concern in certain areas of the City
A further consultation on a new order is scheduled for early 2026.
