Elizabeth Street Consultation
Proposals
We are seeking views on proposed changes to the section of Elizabeth Street between Ebury Street and Chester Square.
Context
These proposals build on successful elements of the outdoor dining and increased greening that were introduced to Elizabeth Street in 2020 on a temporary basis.
In August 2021, Westminster City Council carried out a public consultation on the temporary scheme to understand if people agreed that:
- A permanent outdoor dining scheme should be developed
- The temporary scheme should remain on Elizabeth Street until the permanent scheme was implemented
Both elements were supported by the majority of people.

Proposals overview
- Outdoor dining would be retained to support retail tenants, operated via Pavement Licence. Dining areas are proposed to be reduced at Baker&Spice and Oliveto; a dining area has been introduced for Poilane.
- On-street parking and loading: minor alterations are proposed to better cater for servicing needs, including an additional loading bay outside Summerill & Bishop and a widened bay outside ME&EM. The 4 parking bays at Pepa & Co will act as loading bays from 7-11am, then revert to Pay by Phone parking bays.
- Footway level dining areas would match the existing pavement level and preserve adequate space for pedestrians, wheelchair users and those with visual impairments.
- Fixed planters would be improved to provide a traffic buffer whilst enhancing biodiversity. The planter design would be high quality and bespoke to Elizabeth Street.
- Planting and tree species that are tolerant to drought would be selected to minimise water usage; species that support pollinators (such as butterflies, moths and bees) would be prioritised.
- Additional lighting would be introduced to planting.
