Cycle Movement Strategy (CMS) Phase 3: Abingdon Street
Following the review of the existing temporary scheme on Abingdon Street & Millbank, a permanent scheme has been developed which looks to build on the previous temporary scheme through the provision of enhanced cycling facilities and pedestrian improvements for the area.
Informal consultation on the scheme ran from 15th January to 12th February 2024. Following this, Traffic Management Order (TMO) consultation on the proposals ran from 1st October to 22nd October 2025.
Following TMO consultation, a decision has been made to implement the scheme, with construction having commenced from June 2026.
About the project
Abingdon Street scheme has been identified as a key connection between the existing Westminster cycling facilities (C3, CS8) providing a continuous cycling link along the Thames River. Abingdon is part of the Cycling Movement Strategy seeking to improve upon the temporary schemes implemented as part of the Council’s COVID response.
