Warwick Avenue Public Realm Project

Westminster City Council is proposing public realm improvements along Warwick Avenue. The project aims to enhance the station surroundings, create a more welcoming and functional public space for everyone, and deliver a safer, greener and more accessible route toward the Paddington area, Little Venice and beyond.

The proposal also addresses key priorities such as improving road safety and accessibility, while aligning with the Council’s strategic objectives.

About the project

Located along Warwick Avenue, providing direct access to the Underground station and facing St Saviour’s Church, this site is a natural focal point for the surrounding residential neighbourhood and a gateway to Little Venice. The existing layout offers a clear opportunity to re-shape this space into a more welcoming and functional local destination.

Warwick Avenue is the first public realm design project to emerge from the Council’s Paddington Public Realm Strategy. The proposal aims to enhance public spaces for all users, contribute to a greener neighbourhood, and deliver clearer and safer pedestrian and cycle routes, while preserving the existing character of the street.

Design Development

The scheme was announced publicly in February 2024 after which community engagement, technical surveys, and stakeholder interviews informed four initial design options which were subsequently presented to residents and community groups. Feedback was shared publicly in August 2024, with a detailed engagement summary released in December that year.

In 2025, the insights you shared informed the development of a preferred proposal that reflected community aspirations and feedback. This proposal was taken through feasibility design, and at the end of the year we held a three‑week public consultation to gather further input from key stakeholders and the wider community.

Following the consultation, the scope of the scheme was revised and the design refined to directly address the feedback received.

In April 2026, the final proposal and associated costs were approved by the Cabinet Member for Planning and Economic Development via a Cabinet Member Report. This includes approval of £2.9m to progress the scheme through the next design stages, into delivery and through to completion. To date, circa of £710k has been invested in design development, surveys, engagement and consultation activities and the internal Council costs.

The Council thanks everyone who has provided feedback and participated in shaping this scheme. In due course, an update will be provided on next steps and associated timelines, including the Traffic Management Order Consultation required before construction works can begin.
