History of the Scheme

Traffic Management Order Consultation (Nov-Dec 2023) - Completed

The statutory Traffic Management Order consultation was carried out under the Road Traffic Regulation Act 1984, it provides the legal basis for the management and enforcement of kerbside and waiting restrictions, as well as restrictions on vehicle movements.

The consultation was undertaken from 15th November 2023 to 6th December 2023 for a duration of three weeks.

TMO Consultation Outcome

245 individual responses (91 support, 8 neutral and 146 oppose) were received, and 972 pro forma objections which were the same response received a number of times.

The main objections and concerns centre around traffic and pollution impacts, safety, costs and al fresco dining. The Council has considered these concerns and the response to these common themes are detailed in Appendix A to the TMO report which can be found at the bottom of this page. Where specific comment on the proposals have been made, a specific response has been provided in relation to concerns or changes proposed. All other responses are referred back to the common themes where appropriate.

Following thorough consideration of all responses to the consultation, the Council has decided to proceed with the scheme, and make the Traffic Orders for this scheme as it is in the best combined long-term interests of the residents, businesses and visitors in the City. The scheme will improve provisions for walking and cycling, reducing traffic, providing more greening and improving parking and loading facilities. It aligns with Fairer Westminster strategy in terms of improving local high street, promoting active travel and providing more greening. Ultimately, it will create a better place for local residents and visitors, and the opportunity for an enhanced business environment.

Proposed changes to the scheme following the TMO consultation includes:

  • The proposed 25.8-metre “at any time” goods vehicles only loading bay (maximum stay 30 minutes, no return within 1 hour) outside Nos. 17 to 25 Warwick Way is relocated to outside Nos.13-23 Warwick Way, as shown in Drawing Nos. CSHWES1054-01-1203-001 to 002 Rev G
  • The proposed zig-zag markings outside No. 15 Warwick Way are shortened to 8.4 metres, as shown on Drawing No. CSHWES1054-01-1203-002 Rev G
