Westminster City Council Consultation Hub

Secure cycle parking consultation

Consultation description

After analysing registration of interest data for secure cycle storage across the whole of Westminster, we are proposing to install a Cyclehoop Cycle Hangar at locations identified as demand hotspots. Each of these locations will have space for six standard bicycles. We are consulting on 64 proposed new locations for secure cycle parking across the borough.

Aims of the consultation

As part of our rolling programme of new secure cycle parking, our aim is to install cycle hangars in various locations across the borough. These will offer secure storage for cyclists and improve accessibility and convenience for cyclists while addressing the growing demand for secure cycle storage.

Example of Cyclehoop Cycle Hangar we will be installing:

Have your say

Residents within a 25-meter radius of the proposed hangar location will receive letters with information on the proposal and how to submit their comments via email. The letter also includes a QR code that directs residents to this webpage where you can view location plans and submit any feedback via email.

For detailed information on proposed locations, please refer to the hangar locations section.

To share your feedback or ask any questions, please email: Abdurrahman.Tamimi@wsp.com

Residents are strongly encouraged to participate in the consultation as your input and feedback are vital in shaping the implementation of the secure cycle storage, ensuring that it aligns with your needs and preferences.

By sharing your views, residents have an opportunity to directly influence the decision-making process and contribute to the development of an effective and inclusive solution for cycle storage. Your perspectives will be carefully considered and used to inform the final plans, helping to ensure that the cycle hangars are strategically placed and adequately meet the demands of the community.

Timeline and construction methodology

Following the consultation all the comments and feedback received will be analysed and locations that might be regarded not feasible will be removed from the programme.

Residents will be informed about the outcome and relevant next steps through the borough's cycle parking website, which will be updated with future proposals when we identify them for consultation.

Installations are programmed to start from late July 2023. Residents who are currently on waiting lists for this area will be contacted by the Westminster Cycle Parking Team and offered a space to rent.

YOU SAID, WE DID

Westminster Council completed its most recent consultation for cycle hangar roll outs in July 2023. Resident within 25-meter radius were sent letters with information on the proposal and how to submit their comments via email.

There were 102  responses received, with positive feedback on the proposed locations as well as some responses raising concerns. Respondents provided valuable feedback and many provided alternative locations for consideration.

Below is summary of key themes from the consultation feedback:

Parking and Traffic Concerns:

  • You said

Some respondents had concerns about the proposed hangars taking up resident parking spaces, also the removal of single and double yellow line parking, which is considered helpful for deliveries and emergency services.

Worries about potential parking difficulties and impact on traffic flow, including turning corners.

Mention of the potential for more congestion and vehicle damage as a result of reduced parking space.

  • We did

The City Council is committed to promoting and encouraging active travel, and to make Westminster a carbon neutral city by 2040 to reduce traffic congestion and emissions.

By providing safe cycle storage options, we encourage more residents to use bicycles instead of cars, easing parking and traffic pressures in the long run.

Furthermore, cycle hangars are strategically placed in locations where parking demand can be accommodated adjacent or nearby within the same parking zone. Furthermore, where footway space is sufficient, we consider locating the hangars on the pavement. We always ensure to avoid obstructing turning movements and not impeding emergency services or deliveries.

Cleaning and Maintenance:

  • You said

Residents are concerned about the cleanliness and maintenance of the existing hangars and ask who will be responsible for cleaning of the new hangars.

The issue of rats and other vermin being attracted to unclean hangars is also mentioned.

  • We did

The City Council is responsible for cleaning and maintaining the secure cycle storages. The Council has contractual agreement with service providers and supplier to ensure cleaning and maintenance of the storage units to address this concern.

Noise and Disruption:

  • You said

Concerns about noise and disturbance caused by the use of cycle hangars from opening/closing hangar doors and parking/removing cycles, as well as during the night when people return late.

  • We did

Cycle hangars are designed with mechanism to minimize noise during usage. Guidance is issued to users to ensure that residents using the hangars do so with minimal disturbance to others, especially during late hours. Additionally, the hangars are not considered to make noise greater than other noise associated with the highway such as opening of vehicle doors.

Additionally, it's important to consider the benefits of encouraging cycling, including reduced traffic congestion and environmental benefits, outweigh the minor noise and disruption concerns.

Property and Streetscape Aesthetics:

  • You said

Concerns about the visual impact of cycle hangars on the streetscape and property value, especially in conservation areas.

Residents express their concerns as to the cycle hangar's appearance, stating that it would be unsightly and detract from the aesthetic of the area.

  • We did

The City Council’s Planning department deemed that the installation of secure cycle storage units is considered to be “permitted development” under Part 12 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 1995, which allows Local Authorities to erect or construct small buildings or structures required for the operation of a public service.

Cycle hangars are painted black to match existing street furniture (bins, lamp columns, etc.) in the area in line with the Westminster streetscape. There are several areas across Westminster with listed buildings and/or within conservation areas and it is not considered that the hangars adversely impact the aesthetics of the street.

Existing cycle storage:

  • You said

Mention of the availability of front gardens and basements for residents to keep their cycles on some of the locations.

  • We did

While some residents have access to front gardens and basements for bike storage, not all residents have these options available.

The aim is to provide secure storage for bicycles to all residents, including those who lack suitable storage space as many flat and housing blocks do not allow storage of bicycles in communal areas.

Additionally, even though some properties have existing storage options, cycle hangars offer an added layer of security against theft and vandalism.

Alternative Location Suggestions:

  • You said

Comments included suggestions for alternative locations for cycle hangars, such as other streets or corners considered to have better space and access.

  • We did

The proposed locations have been chosen after a careful feasibility assessment, available space, and potential engineering constraints. Some of the suggested locations may be less feasible for cycle hangar installation considering these factors but we will always consider suggested alternative locations.

Concerns about Hangar Usage/Demand:

  • You said

Mention of doubts about the actual demand for cycle hangers on some of the proposed locations.

  • We did

The location of the storage units is the result of the requests from local residents to install hangars in the vicinity of their specified area based on registrations of interest via the Council’s website: https://www.westminster.gov.uk/find-cycle-parking

It’s also important to consider the long-term benefits of providing secure cycle storage by enabling residents who do not currently own a bicycle to take up cycling, this contributes to sustainable transportation and community well-being.

Impact on Access:

  • You said

Some residents had concerns about the cycle hangar obstructing access to buildings, hindering access for elderly residents or those with disabilities.

  • We did

The proposed locations are chosen to minimize impact on access and parking. By carrying out a site assessment, we identified areas that minimise impact on building entrances and parking spaces, ensuring that elderly residents and those with disabilities can still travel comfortably.

Prior Negative Experiences:

  • You said

Some residents mention previous negative experiences with cycle hangars in the area, such as graffiti and vandalism, leading to concern about the effectiveness and usage of the proposed cycle hangar.

  • We did

The City Council manages and monitors the use of the cycle hangars, as well as the maintenance of the units after they are installed and addresses any issues that arise to ensure the safety and protection of the users' bikes.

Additionally, there were several supporting comments for the proposals and the council’s efforts to make the borough cycle friendly.

We Did

After carefully considering the concerns and feedback from residents and further review, we have decided not to proceed with some of the originally proposed cycle hangar locations. These locations are

  • Norfolk Place
  • Cleveland Gardens
  • Hereford Road
  • Hamilton Gardens
  • Pindock Mews
  • Charlwood Place
  • Wilfred Street near the junction with Catherine Place
  • Manfield Mews
  • Charlwood Street (Near Belgrave Road)
  • Moreton Place
  • Douglas Street
  • Little Portland St

Alternative locations will be considered nearby to these and will form part of a future consultation.

While we recognize the importance of residents' concerns and appreciate alternative suggestions, it is essential to consider factors like demand, available space, accessibility, and engineering limitations.

We are committed to planning secure cycle storage locations that consider residents' needs and preferences while navigating the practical engineering challenges. Your feedback is valuable to us, and we will continue to engage with the local community for future roll out of further secure storage.

The following consultation-on locations will proceed to be installed on street with spaces offered initially to residents already on our cycle storage waiting list:

  •  Causton Street
  • Balderton Street
  • Chilworth Street
  • Inverness Terrace
  • Alexander Street
