What is the Strategic Asset Management Plan (SAMP)?
The Strategic Asset Management Plan, or SAMP, is Westminster City Council’s long-term plan for managing all the buildings and properties we own and care for. This includes your homes, community centres and estates. The SAMP guides how we maintain, improve, and invest in these assets to make sure they remain safe, comfortable, and meet the changing needs of residents and the wider community.
Why is the SAMP important?
Managing a large number of properties is a big responsibility. The SAMP helps us make well-informed, strategic decisions about how and where we spend money on repairs, upgrades, and new developments. By planning ahead, we can avoid costly emergency repairs and ensure our properties remain in good condition over time. This helps us make the best use of public money, so we can provide high-quality homes and services both now and in the future.
Resident engagement – your voice matters
At Westminster City Council, we believe that residents should be at the centre of everything we do. The SAMP commits us to involving you in decisions about your homes and neighbourhoods. We actively seek your feedback and opinions during every stage of the asset management process—from identifying problems to planning improvements. Your involvement helps us understand what really matters to you and ensures that the changes we make reflect the needs and priorities of the community. We want you to feel that your voice is heard and that you are part of shaping the future of your home.
Data-led decisions – using evidence to guide our actions
One of the strengths of the SAMP is its focus on using accurate and up-to-date data. We gather detailed information about the condition of our properties and use this evidence to decide which repairs or improvements are most urgent and where investment will have the greatest impact. This approach helps us prioritise effectively, avoid unnecessary work, and make sure our resources are used efficiently. Data-led decision making also allows us to track progress and measure the success of our work over time.
Embracing technology to improve living conditions
Technology plays an increasingly important role in how we manage our homes and services. The SAMP includes plans to use smart tools and digital systems that help us monitor building conditions and identify issues early—especially problems like damp and mould, which can affect health and comfort. By being proactive and using technology, we can carry out preventative maintenance, reducing disruption for residents and improving overall living conditions. Technology also helps us communicate better with you, making it easier to report problems, receive updates, and access support.
Legislative compliance – keeping your home safe and legal
We have a legal duty to ensure all our properties meet the latest safety and quality standards. The SAMP ensures we comply with all relevant laws and regulations, including health and safety, fire safety, and housing standards. It also gives us the flexibility to adapt quickly when rules change, helping us stay ahead and keep your home safe, secure, and comfortable.
Sustainability – protecting our environment for the future
Caring for the environment is a key part of the SAMP. We are committed to managing our homes and estates in ways that reduce environmental impact and support sustainability. This includes improving energy efficiency, cutting carbon emissions, and using sustainable materials whenever possible. By making these changes, we aim to create healthier, greener places to live that contribute to Westminster’s overall commitment to tackling climate change and protecting the planet.
Financial responsibility – getting the best value for money
We know how important it is to use public money wisely. The SAMP sets out a clear and transparent approach to budgeting for maintenance and improvements, making sure every pound spent delivers real value for residents. By carefully planning our investment and focusing on preventative work, we avoid expensive emergency repairs and extend the life of our buildings. This gives residents confidence that the council is being a responsible landlord and steward of your homes.
What does the SAMP mean for you?
For residents, the SAMP means a long-term commitment to providing safe, comfortable, and well-maintained homes and community spaces. It shows that Westminster City Council is focused on listening to you, using the best information and technology, and planning ahead to prevent problems before they arise. The plan helps us be open and accountable, giving you confidence that we are managing our properties with care, responsibility, and a clear focus on improving your quality of life.
