Project Description

The project will include a multi-use asphalt path on the west side of 117th Ave NE, ADA ramps, curb and gutter, driveway reconstruction, storm system improvements, utility adjustments, and resurfacing of both vehicle travel lanes. The new sidepath will span from 20th St NE to 22nd St NE, connecting surrounding neighborhoods with Lake Stevens High School, North Lake Middle School, bus routes along 20th St NE, and downtown Lake Stevens.

Background

In 2022, the voters passed the Transportation Benefit Program (TBP) resolution, adopting a retail sales tax that would fund the construction of pedestrian facilities to close sidewalk gaps on 20 street segments near schools and other high-need locations around the city. The project list includes 117th Avenue NE (TBP #4).

In May 2025, the city completed a one-month pilot project that temporarily converted 117th and 116th into a one-way couplet, allowing one of the existing vehicle travel lanes to be dedicated to pedestrian/bicycle traffic. This alternative design had the potential to significantly reduce the overall project cost, scope of utility relocations, and property acquisition needed to construct a new sidewalk, while doubling the amount of new pedestrian and bicycle infrastructure. The pilot project was implemented by installing temporary traffic devices (like paint, plastic delineators, and signage) so that real-world data could be gathered to evaluate the feasibility and functionality of the concept.

Based on the metrics and public feedback during and following the pilot phase, the one-way concept was abandoned.
