Car parking changes, options and phasing

How changes to car parking could be introduced

Elland Road Neighbourhood

Car parking - changes to provision, options and phasing.

Leeds City Council has allowed car parking on its land surrounding the club as a meanwhile use pending development proposals coming forward.

It is the responsibility of the football club to produce a travel plan for matchdays.

The council would work with the club, the West Yorkshire Combined Authority and transport providers to create a car-lean environment with Elland Road better connected to the city centre via alternative modes of travel.

Changes to parking provision would be phased to ensure continuing matchday functionality and to avoid adverse impacts on the highway network and surrounding area.

The council will shortly be consulting with local residents to understand their experiences of matchday parking.

Phase 1 – Existing provision

Phase 2 - post stadium expansion

Loss of some surface car parking. Delivery of mobility hub and multi-storey car park, potentially on land at Wesley Street.

More than one multi-storey car park may be acceptable subject to demand being demonstrated.

Phase 3 – Relocation of Park and Ride

Releasing land for redevelopment in phases over several years, with some sections potentially retained for matchday surface car parking as a meanwhile use.
