About the project
The Proposal
The site, covers just over one acre and is located off Wood Lane to the east of Rothwell.
The site was previously occupied by the Home Lea House Care Home which was demolished in May 2023.
The design has been developed using early feedback obtained from the Local Planning Authority via a pre-planning application.
- There is a shortage of affordable housing in Rothwell. The demand is greatest for one and two bedroomed homes which can be best met on this site with an apartment building.
- The homes will use renewable energy systems, be highly energy efficient and will help reduce carbon emissions.
- The new development will also comply with planning policy on biodiversity.
- Traffic assessments will be carried out and the council’s Highways Department have been consulted. We will work hard to minimise the impact of traffic for existing residents, both during and after construction.
- Development of the site will create job opportunities, work experience placements and apprenticeships.
Benefits of building these homes
The development will consist of:
A 2 storey apartment building providing 21 affordable apartments comprised of:
- 15 one bed apartments
- 1 wheelchair accessible one bed apartment
- 5 two bed apartments
- Car parking area for residents (15 spaces proposed including 2 accessible and all with Electric Vehicle charging points).
- Landscaped outdoor areas for residents.
Public Engagement Events will be held at:
Haigh Road Community Centre, Rothwell, LS26 0NQ:
- Thursday 26th February 2026 - 10.30 - 12.30
- Monday 2nd March 2026 - 16.00 - 18.30
These are drop in events for the community to provide feedback. Feedback will be recorded and discussed as part of the development process and will feed into the planning application.
Before we submit the planning application, we feel it is important to make local residents aware of the proposal and to consider the views of local people at this stage. This will allow us to take into account your views prior to the planning application being submitted.
Please note, you will also be able to comment on the planning application.
New build council properties are advertised via the Leeds Homes Website (please note these homes will not yet be advertised): Home - Leeds Homes.

What happens next?
We will review and consider all comments received prior to the submission of the formal planning application. Once the planning application is submitted, members of the public can provide formal feedback to the Local Planning Authority as part of the statutory planning process. The planning application can be viewed on Leeds Planning Authority’s Public Access webpage and this is also where formal comments or objections can be submitted.
All residents who receive this leaflet via post will also be notified via a letter that the planning application has been submitted.
