Community Strategic Plan 2027-2030

Project Overview

Hey Muskegon! We're working on plans for the future, JOIN IN!

The City of Muskegon is developing a new Strategic Community Plan to help guide decisions, investments, and priorities over the coming years. Strategic planning is something communities do regularly to make sure they're focused on what matters most and prepared for the future.

The plan is being developed with input from the people around our community. City Commissioners, neighborhood leaders, city staff, community members, and a strategic planning consultant are working together to draft the plan.

We're ready to hear from even more people. Whether you live, work, learn, invest, or simply spend time in Muskegon, your voice matters and we invite you to review the draft plan and share your thoughts using the survey or attending a focus group. Your feedback will help refine the draft before it is presented to the City Commission for final consideration later this year.

The draft Strategic Community Plan focuses on three key areas:

  1. Community Vision: The future we want for Muskegon.
  2. City's Purpose: How the city helps achieve that vision.
  3. Priority Areas: The outcomes we're working toward together.

There are several ways to get involved, including taking the community survey, attending a focus group, and signing up for project updates. We hope you'll join the conversation and help shape the future of Muskegon.

2027-2030 Strategic Plan Implementation

Following adoption, the city plans to begin using the Strategic Community Plan in January 2027 and continue through the end of 2030. The plan will serve as the city's roadmap for guiding decisions, investments, services, and priorities. The community can expect an update to take place again in 2030 as our community continues to grow and change.

Spring 2026
The strategic planning process begins with research, workshops, and conversations with City Commissioners and staff to understand priorities and establish a strong foundation for the plan.

Draft Plan Development

July 2026
Using what we've learned, we develop a draft Strategic Community Plan, including a Community Vision, City's Purpose, and Priority Areas that reflect the future we want for Muskegon.

Community Engagement

September 2026
Now it's your turn! Community members are invited to review the draft plan and share feedback through surveys, focus groups, and other engagement opportunities. Your input will help shape the final plan.
