Ballot Question 7: Capital Outlay Exclusion

General Fund Expenditures

2026 Annual Town Meeting & Town Election

Article 10, totaling $16,462,500, requests funding for a variety of capital projects to maintain and improve the Town’s infrastructure. These investments include vehicle replacements, equipment, facility improvements that support day-to-day Town operations, and upgrades to recreational assets. A portion of this article includes items that are subject to a capital exclusion, which also require approval under Ballot Question 7.

The proposed capital exclusion funding is for the replacement of two all-terrain fire engines for the Fire Department, several vehicle/equipment replacements, and/or new vehicles/equipment for Town departments, and facility repairs. These investments help ensure that Town departments can continue to provide services safely and efficiently.

The total funding of $16.4 million would come from several sources. About $3.7 million would be raised through the tax levy and other general revenues, pending approval of the capital exclusion. Nearly $7 million would come from free cash, with a smaller portion from special revenue funds. The remaining $5.6 million would be funded through borrowing.
