Phase 2 - Surfside Area Transportation Improvements Project
The Surfside Area Transportation Improvements Projects consists of reconstructing Lovers Lane, Okorwaw Ave, and Monohansett Road, complete with re-engineered, improved drainage infrastructure, full-length shared-use paths on all roads, improved roadway cross-sections and paved surfaces, and traffic calming elements. This important project provides a much-needed connection between the existing shared-use paths on Airport Road, Old South Road, and the Boulevarde, while addressing stormwater deficiencies and safety concerns throughout the corridor.
This project has been in the Capital Improvement Plan since 2016 and all permits have been approved. Easement takings were approved at the 2023 Special Town Meeting and all permanent and temporary easements have been recorded. Funding for this project includes:
• Article 10, 2016 ATM authorized the Town to borrow $1,000,000 for costs associated with the Boulevarde, Lovers Lane and Okorwaw Avenue reconstruction
• Article 10, 2017 ATM approved $1,000,000 from Real Estate Sales for costs associated with the Boulevarde, Lovers Lane and Okorwaw Avenue reconstruction
• Article 10, 2018 ATM approved $534,800 of Free Cash for costs associated with Surfside area reconstruction (Lovers Lane, Okorwaw Avenue, Monohansett Road)
• Article 11, 2023 ATM approved $13,000,000 for costs associated with the design and construction of the Surfside area reconstruction and sidepaths (Lovers Lane, Okorwaw Avenue, Monohansett Road)
• Article 3 and Article 10, 2025 ATM approved reappropriations and borrowings totaling $6,472,673 to be transferred into Article 12 of the 2021 ATM for Reconstruction of Lovers Lane, Okorwaw Ave, and Monohansett Road
• MassDOT Chapter 90: $3,172,854 in approved funding
The planning and design phases of this project are 100% complete. Easement takings were authorized at the 2023 Special Town Meeting, and all permanent and temporary easements have been recorded. The project was publicly bid in March of 2025, and bids were opened on April 23, 2025. After additional funding was approved at the 2025 Annual Town Meeting, the project was awarded to the lowest qualified bidder, CC Construction, in June 2025. The contract amount of the total base bid is $18,799,759.58.
During Summer 2025, the Project Team and Contractor are working on scheduling and coordination in advance of construction beginning in early September 2025, with some preliminary tree clearing possible in August 2025. Construction is permitted between Labor Day and Memorial Day each year, with final completion anticipated prior to Summer 2027. Work after Memorial Day each spring may be permitted by the Town if requested by the contractor, depending on the type and location of the work being proposed.

All permanent infrastructure installed under this project, including drainage infrastructure and bike paths, will be located within the public rights-of-way, except for the installation of a subsurface drainage system within a permanent easement on private property off Lovers Lane and the bike path through DCR State Forest property between Rugged Road and Old South Road.

Locations of the road closures will depend on the contractor’s daily activities and will change periodically as the contractor progresses through the project areas.
