The Town of Normal is providing notice of proposed changes in the use of Community Development Block Grant (CDBG) funds as described in the 2020-2024 Consolidated Plan. The changes are:
Anticipated Revenues
• Increase total budget for the five-year plan from $3,004,546 to $3,204,546. The additional $200,000 in revenue is derived from higher annual allocations in program years 2021-2023 than originally estimated.
Budgetary and Outcomes
• Homeless Outreach and Prevention Goal: Increase budget with funds reallocated from Down Payment Assistance ($6,950).
• Down Payment Assistance Goal: Reduce the number of households served from 13 to 8. Reallocate $24,000 in funding to Anti-Housing Discrimination/Fair Housing ($15,000), Homeless Outreach and Prevention ($6,950), and Homeowner Housing Rehabilitation ($2,050).
• Sidewalk and ADA Ramp Improvements: Increase budget by $119,600 from additional revenue.
• Acquisition and Clearance for Housing Goal: Reduce the number of housing units acquired from 2 to 1 and reallocate funds to Homeowner Housing Rehabilitation ($35,850).
• Homeowner Housing Rehabilitation: Increase budget by $128,800 with additional revenues ($14,000) and reallocated funds from Multi-Family Housing Rehabilitation ($76,500), Acquisition and Clearance for Housing ($35,850) and Down Payment Assistance ($2,050).
• Public Facilities and Improvements: Increase budget with funds allocated from additional revenue ($66,000).
• Anti-Housing Discrimination/Fair Housing Goal: Increase budget with funds reallocated from Down Payment Assistance ($15,000).
• Multi-Family Rehabilitation Goal: Reduce the number of housing units from 20 to 2 and reallocate $76,500 in budget to Homeowner Housing Rehabilitation. This reduction is due to a multi-family rehab project that will not occur.
A copy of the 2020-2024 Consolidated Plan amendment will be available for public review on the Town’s website, normalil.gov, and at the Town Clerk’s Office (11 Uptown Circle, 2nd floor) and Normal Public Library (206 W. College) during regular business hours beginning Thursday, Feb. 29, 2024. A public hearing will be held to solicit comments on the proposed amendments to the plan at 5:30 p.m. on March 21, 2024, at the Normal Public Library in the main floor Café area.
Participation of all residents, including but not limited to non-English speaking individuals and people with disabilities, is strongly encouraged. Individuals are asked to provide a minimum of five days’ notice prior to the public hearing date so that appropriate accommodations can be made. Written public comments on the substantial amendment will be accepted through 10 a.m. on April 1, 2024.
