The Community Development Block Grant (CDBG) program upholds our commitment to sustain and enhance the living conditions of our residents. This federal grant initiative, enacted in 1974 as part of the Housing and Community Development Act, is a vital asset allocated for improving the quality of life of our low- to moderate-income citizens. The program focuses on three core national objectives:
Every five years, the Town engages residents and stakeholders to determine the current needs of the community. The results of this process are analyzed to help identify the greatest community needs and develop a five-year strategic plan called a Consolidated Plan.
In collaboration with the City of Bloomington and the McLean County Regional Planning Commission, the Town is currently seeking resident input for the next Consolidated Plan (2025-2029). An electronic survey is available in English, Spanish and French. The results of the survey will play a vital role is establishing the priorities for the next Consolidated Plan. The Program Year 2024 Annual Action Plan (AAP) describes CDBG-funded projects and activities proposed for the period between April 1, 2024 and March 31, 2025.
The Town of Normal is providing notice of proposed changes in the use of Community Development Block Grant (CDBG) funds as described in the 2020-2024 Consolidated Plan.
The Town will co-host a virtual public meeting with the City of Bloomington. Residents will learn more about the Community Development Block Grant program and have an opportunity to provide input on funding priorities for the 2025-2029 Consolidated Plan. Bloomington and Normal residents wishing to be a part of this virtual opportunity should email madams@mcplan.org by 5:00 PM on Monday, June 24, 2024. An access code will be mailed once registration is requested.
