Notice Of Public Hearing And Public Comment Period Town Of Normal Community Development Block Grant (CDBG) Program Program Year 2024 Annual Action Plan (AAP)

The Program Year 2024 Annual Action Plan (AAP) describes CDBG-funded projects and activities proposed for the period between April 1, 2024 and March 31, 2025.

The Program Year 2024 Annual Action Plan (AAP) describes CDBG-funded projects and activities proposed for the period between April 1, 2024 and March 31, 2025. The AAP was prepared in accordance with regulations established by the US Department of Housing and Urban Development (HUD) for CDBG Entitlement Communities.

The Town has created the proposed plan based on an estimated 2024 allocation of $477,310, estimated program income of $2,000, and estimated carry-forward funding of $225,000. The AAP outlines activities that support the following 2020-2024 Consolidated Plan goals:
• Youth Education Activities ($35,000)
• Homeless Outreach and Prevention ($35,000)
• Down Payment Assistance ($13,000)
• Sidewalk and ADA Ramp Improvements ($224,000)
• Homeowner Housing Rehabilitation ($256,833)
• Public Facility Improvements ($66,000)
• Program Administration ($74,477)
Proposed funding for activities may be increased or reduced based on actual revenues. The AAP outlines where changes may be made.
A copy of the 2024 AAP will be available for public review on the Town’s website, normalil.gov and at the Town Clerk’s Office (11 Uptown Circle, second floor) and Normal Public Library (206 W. College) during regular business hours beginning Thursday, Feb. 29, 2024. A public hearing will be held to solicit comments on the plan at 6:15 p.m. on March 21, 2024, at the Normal Public Library in the main floor Café area.

Participation of all residents, including but not limited to non-English speaking individuals and people with disabilities, is strongly encouraged. Individuals are asked to provide a minimum of five days’ notice prior to the public hearing date so that appropriate accommodations can be made. Written public comments on the plan will be accepted through 10 a.m. on April 1, 2024.
