Public Notice Program Year 2023 Consolidated Annual Performance Evaluation Report

Normal, IL – June 6, 2024 - As an Entitlement Community receiving annual grants on a formula basis from the US Department of Housing and Urban Development (HUD), the Town of Normal is required to submit to HUD a year-end report, known as a Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER offers both a summary of projects funded with Community Development Block Grant (CDBG) dollars during the program year and an assessment of progress toward meeting the goals identified in the five-Year Consolidated Plan.

The CAPER for Program Year 2023-2024 details expenditures and activities carried out with the help of CDBG funds between April 1, 2023 and March 31, 2024, the fourth year of the Town’s 2020-2024 Consolidated Plan. The CAPER will be available for public review on the Town’s website, www.normalil.gov/cdbg, at the Town Clerk’s Office, and the Normal Public Library during regular business hours from June 10 - 26, 2024. A public hearing will be held on Thursday, June 20, 2024 at 5:30 p.m. at the Town of Normal, 11 Uptown Circle, Room 409.

Participation of all residents, including but not limited to non-English speaking individuals and people with disabilities, is strongly encouraged. Individuals are asked to provide a minimum of five days’ notice prior to the public hearing date so that appropriate accommodations can be made. Written comments on the CAPER will be accepted Monday, June 10, 2024 through June 26, 2024. Written comments should be submitted to the Town Clerk’s Office on the second floor of Uptown Station (11 Uptown Circle, Normal, IL 61761) or to:
