NTMWD Project Update | October 17, 2025

Project Status

• The contractor has completed pipeline and temporary paving installation along Pitman Drive, Dolphin Drive, and along Custer Road up to Carmel Drive.
• Construction of the pipeline continues to progress; 2600 feet out of 9100 total feet of pipeline have been installed.
• Tunneling for the air relief valve pipeline is complete near Wilson Middle School at the vicinity of Glencliff Drive.

Upcoming Activities (Oct. 20-31)

• Excavation will be needed on Custer Road to allow for the installation of water line appurtenances and manholes.
• The pipeline crew will continue installation along Custer Road from Grandview to Plano Parkway.
• Carmel Drive will remain closed until Oct. 31 to facilitate pipeline construction. Detour to Custer Road along Balboa Way and Sandpiper Lane.
• Currently, the contractor is laying pipe in Custer near the intersection of Grandview Drive. As they continue south, cross streets and alleys starting at Westridge Drive to Westlake Drive will be temporarily closed between the hours of 9:00 a.m. to 3:00 pm starting Wednesday, October 22nd through Friday October 31st. The closures will occur in sequence as the contractor advances in a southernly direction. Either temporary asphalt or plates will be used to allow opening of the streets/alleys.
• Two-lane closures on northbound Custer Road from 9 am – 4 pm will continue to allow for installation of water line. Traffic after 4 pm will return to one-lane closure on northbound Custer.
• Additional work will be performed in the median of Custer Road north of Glencliff Drive for installation of vent piping, an air release valve and manhole. The contractor is working with the City on a revised traffic control plan to allow setting of the manhole in the median, which will require temporary closure of the northbound lanes at Custer.

Future Activities

• Temporary street closures will be necessary at Westridge Drive, Northcrest Drive, Westlake Drive and Dolphin Drive (to install offset piping) for the installation of the water pipeline.
• An existing wastewater line will be replaced at the intersection of Pitman Drive and Gardengrove Court. Similar work will be performed at the intersection of Carmel and Custer Road. Both wastewater lines need to be encased to meet regulatory requirements.
• Additional tunnelling will be needed under 15th Street at Pitman Drive to complete the pipeline’s connection to Plano’s Pump Station.
• Other work to finalize construction of the pipeline will include testing, paving and restoration of vegetation.
