Pitman Drive southbound lane has been paved. Work on the northbound lane scheduled for 9/1 – 9/8.
NTMWD Custer Road Water Main Replacement Project
Progress
- 9,050 of 9,100 feet of pipeline have been installed.
- Crews completed pipeline installation under President George Bush Turnpike outside the northbound lane. Grouting and backfilling are complete within the City of Plano limits.
- The limits of final paving restoration for the entire project have been agreed upon between the City, the contractor and NTMWD staff. Permanent paving is being scheduled in coordination with trash pickup routes. Paving has begun at W 15th Street and Pitman Drive and will progress south into Dolphin Drive.
- Pressure testing of the waterline is anticipated to be completed by 8/19. This is a critical step in the process to identify and repair any leaks in the system.
• No construction activity anticipated for 9/7 in observance of Labor Day.
Planned Traffic / Lane Impacts*
Future traffic and/or lane impacts will continue to be coordinated with the City of Plano.
• Pitman Drive southbound lane has been paved. Contractor will be shifting traffic control over on 8/31 to begin work on the northbound lane, currently scheduled to be from 9/1 – 9/8.
• Dolphin Drive will be closed for permanent paving from 8/11 – 8/31.
• Custer Road permanent paving is currently anticipated to begin 9/8, with work beginning in the right-hand lane at Plano Parkway and working north towards Dolphin Drive.
• Permanent concrete pavement in all three northbound lanes along Custer Road is anticipated to be complete by the end of December 2026 but subject to future weather delays.
Neighborhood Impacts
- Temporary asphalt or steel plates will be used to reopen streets/alleys as work progresses. Contractor and Atmos Energy will be maintaining these areas until restoration.
- Transition from the northern staging area to the southern staging area has been completed.
- Activities at the northern staging area will be reduced until the contractor comes back to perform tie-in and restoration.
- Use of the staging areas through project completion, which is currently targeted for December 25, 2026. Schedule is under review due to additional paving restoration beyond the contracted amount.
Timeline / What’s Next
September 2026
- Disinfection testing of the entire waterline is ancipated the week of 9/14.
October 2026
• A shutdown of the City of Plano Custer Pump Station is anticipated for the final tie-in.
• Irrigation, sodding, and landscaping installation is anticipated to commence the week of 10/30.
Later Phases (Date TBD)
• Testing/disinfection, permanent paving, and restoration of vegetation.
• Additional potholing will be performed along Carmel Drive, requiring street closure and detour (timing will be shared once scheduled).
• A future phase will require closure of Carmel Drive between Custer Road and Delmonte Circle. Additionally, one lane closure will be required on Custer Road southbound outer lane (timing will be shared once scheduled).
• 30-inch abandonment work will likely require additional traffic control phases along Custer Road (timing will be shared once phases are confirmed and scheduled).
