
NTMWD Custer Road Water Main Replacement Project
NTMWD Project Update | December 19, 2025
No major construction activity is planned between Dec. 21 and Jan. 3 in observance of the holidays
Project Status
- Construction of the pipeline continues to progress; 3550 out of 9100 total feet of pipeline have been installed.
- The contractor has completed pipeline and temporary paving installation along Pitman Drive, Dolphin Drive, and Custer Road up to Carmel Drive.
- The contractor has backfilled the main pipeline to grade along Custer Road from Dolphin Drive to just south of Westridge Drive.
- A new manhole was installed in the wastewater work area along Gardengrove Court and Pitman Drive. The wastewater line is currently scheduled for encasement on Friday, Dec. 19.
- The contractor completed two emergency repairs to the existing water pipeline near Pitman Drive and 15th Street. Due to these emergency repairs, a planned lane closure along Custer Road was delayed until January. NTMWD is coordinating with staff at Wilson Middle School, as this lane closure will impact the school’s traffic flow for student drop-off and pickup.
- The contractor began covering spoils at the northern staging area during the weekends. Although this is not a requirement, the contractor agreed to provide cover during the weekends to further improve dust control.
- Carmel Drive has been opened to through traffic at the intersection of Custer Road.
Upcoming Activities (December 12 – January 2)
- No major construction activity is planned between Dec. 21 and Jan. 3 in observance of the holidays. Some minor work may be done as part of the wastewater line encasement.
- Atmos Energy’s work on a natural gas line in the vicinity of the project is in progress. An existing natural gas line has been temporarily cut and capped. After the new waterline installation is complete, Atmos will return to relocate the natural gas line.
- The contractor will also begin installing the NTMWD water line at the intersection of 15th Street and Pitman Drive, from the Chase Bank parking lot to the City of Plano Custer Pump Station. This work entails a temporary street closure on Pitman Drive, from 15th Street to Shadow Trail. This lane closure is scheduled to run through Jan. 5.
Future Activities
- Work is being scheduled for the installation of air relief valves in the median of Custer Road in the vicinity of Grandview Drive and Glencliff Drive. NTMWD will coordinate with the City and the contractor on a traffic control plan for this work, tentatively scheduled for Jan. 5 to Feb. 27. All northbound lanes of Custer Road between Glencliff Drive and Westridge Drive will be closed during this period, and two-way traffic will be shifted to the southbound lanes of Custer Road.
- A 24-hour shutdown of the City of Plano Custer Pump Station is anticipated for May 2026.
- Other work to finalize construction of the water line will include testing and disinfection, installation of permanent paving, and restoration of vegetation. Installation of anode test stations by use of a drill rig along Pitman Drive, Dolphin Drive, and Custer Road is to be scheduled at a later date.
- Once the wastewater pipeline installation near 15th Street and Pitman Drive is complete, installation of the water line will resume on Custer Road, from just north of Westridge Drive to the alley just south of Westlake Drive.
- As water line installation continues south along Custer Road, cross streets and alleys starting at Westridge Drive to Westlake Drive will be temporarily closed between the hours of 9 a.m. and 3 p.m. The closures will occur in sequence as the contractor advances in a southerly direction. Either temporary asphalt or plates will be used to allow the opening of the streets/alleys.
- To meet regulatory requirements, a second City of Plano wastewater pipeline is being scheduled for encasement near the intersection of Carmel Drive and Custer Road. Construction activities will require Carmel Drive to be closed again once the new water line is in service. The date for this phase of construction has not been determined.
