NTMWD Project Update | November 14, 2025

More than 1/3 of total pipeline has been installed

Project Status

  • Construction of the pipeline continues to progress; 3200 feet out of 9100 total feet of pipeline have been installed.
  • The contractor has completed pipeline and temporary paving installation along Pitman Drive, Dolphin Drive, and along Custer Road up to Carmel Drive.
  • The contractor has backfilled the main pipeline to grade along Custer Road.
  • Carmel Drive is now open to through traffic at the intersection of Custer Road. It will be closed again at a future date to facilitate work on the 2nd City of Plano wastewater pipeline near the intersection of Carmel and Custer Road.

Upcoming Activities (Nov. 17th – 28th)

  • No construction activities will take place November 27th and 28th in observance of the Thanksgiving holiday.
  • Atmos Energy’s work will be done in two phases. The first is temporary cutting and capping the existing line, followed by relocating approximately 1,000 feet of 6-inch gas main along Custer Road from just south of Grandview Drive to the alley just south of Westlake Drive. The temporary portion of the work began November 3rd and is expected to be complete on November 17th.
  • Encase an existing City of Plano wastewater line at the intersection Pitman Drive and Gardengrove Court, to meet regulatory requirements, as well as installation of NTMWD water line from intersection of 15th Steet and Pitman Drive from the Chase Bank parking lot to the City of Plano Custer Pump. This work entails a temporary street closure--Pitman Drive--from 15th Street to Shadow Trail, which is currently scheduled for November 10th until January 5th. The street closure on Pitman is anticipated for the week of December 1st.
  • The contractor revised the traffic control plan to allow setting of a manhole in the median of Custer Road as part of the air relief valve installation. All northbound lanes of Custer Road between Grandview Drive and Westridge Drive will be closed and two-way traffic will be shifted to the southbound lanes of Custer Road. The traffic plan was approved by the City 11/12/2025, and work will commence on December 8th through December 12th.

Future Activities

  • Shutdown of the City of Plano Custer Pump Station is anticipated for May 2026 for 24-hours for the final tie-in of the water pipeline.
  • Other work to finalize construction of the pipeline will include pipeline testing and disinfection, installation of permanent paving and restoration of vegetation.
  • Upon the relocation of the gas line, pipe installation will resume in Custer Road from just north of Westridge to the alley just south of Westlake Drive. As water line installation continues south along Custer Road, cross streets and alleys starting at Westridge Drive to Westlake Drive will be temporarily closed between the hours of 9:00 a.m. to 3:00 pm. The closures will occur in sequence as the contractor advances in a southernly direction. Either temporary asphalt or plates will we used to allow opening of the streets/alleys.
  • Atmos installation of the permanent gas line relocation. Atmos is working out a schedule for the exact date for this work.
  • Work is being scheduled along with the traffic control plan for the installation of a 2nd air relief valve just south of Grandview. This is very similar work to the one being installed in the vicinity of Glencliff Drive above.
  • A 2nd City of Plano wastewater pipeline is being scheduled for encasement near the intersection of Carmel and Custer Road to meet regulatory requirements.
