PISD Closed Campuses
Update
City staff compiled community input from the six listening sessions held in September and October, and the input was presented to City Council on December 8, 2025. City Council will provide direction to City staff on how they want to proceed with the properties—which could include information gathering, concept development or other next steps—at a later date.

Which schools closed?
Due to low enrollment rates and aging facilities, Plano Independent School District (PISD) voted to close four schools: Davis Elementary, Forman Elementary, Armstrong Middle School, and Carpenter Middle School. PISD held six district-wide community meetings, staff meetings, and presentations at each PISD school campus to give community members an opportunity to provide input from fall 2023 to spring 2024.
Starting in the 2025-2026 school year, students and teachers at Davis, Forman, Armstrong, and Carpenter were transferred to other schools in Plano.
Now, the City of Plano is in the process of purchasing three of the school properties to guide their future development.
Which school properties is the City of Plano buying?
The City of Plano is in the process of buying the Davis Elementary, Forman Elementary, and Armstrong Middle School properties from PISD. While the City does not have an exact purchase date, we expect to finalize the purchase of these three properties in November 2025. PISD is keeping the Carpenter Middle School site for potential educational use in the future.
What is the City's plan for Davis, Forman, and Armstrong?
Once the City has finalized the purchase of the three school properties, they will be redeveloped in ways that benefit the public. City Council will consider options for each property after the City has gone through a public process to seek community input. Davis Elementary School

Forman Elementary School

The Forman Elementary School property will be used to relocate Fire Station 3 to serve the surrounding area. Residents approved the public safety facilities package, which included the land purchase and design for the new Fire Station 3, in the 2025 Bond Referendum. Once the purchase of the Forman property is completed, the City will begin working on the design for the future station. After the new fire station has been designed, the City will determine the best use of any remaining property with community input. Check back here for updates and renderings as the project develops.
Armstrong Middle School
