Each year, the City of Portland and the Cumberland County HOME Consortium receive funding from the U.S. Department of Housing and Urban Development (HUD). These federal grants include the Community Development Block Grant (CDBG), the HOME Investment Partnership Program (HOME), and the Emergency Solutions Grant (ESG), which are crucial for local community development and housing initiatives.
For 2026 - 2027, the City of Portland received the following funds from HUD:
- CDBG - $1,806,420.00
- HOME - $784,492.00
- ESG - $ 158,872.00
The Consolidated Plan serves as a roadmap for setting local priorities. The five-year plan is developed through extensive data gathering and community outreach to ensure it reflects local needs. CDBG Priority Setting Task Force
The CDBG Priority Setting Task Force (PSTF) provides an opportunity for citizens to review current priorities, research needs within the community, and recommend priorities to be used in the allocation of resources for the Community Development Block Grant Program. The City receives approximately $1.8 million annually from the federal Department of Housing and Urban Development which is used to support public infrastructure projects, small business and job creation programs, housing, and a wide range of social services to support the City’s low and moderate income residents.
The PSTF is scheduled to meet semi-monthly throughout the spring and summer. During these sessions, the Task Force will analyze the existing policies, procedures, and goals of the CDBG program and formulate recommendations for the City Council. This citizen-led process is essential for maintaining the program's resilience and effectiveness.
