
Hersey Street Sewer Separation Project
Overview
Ensuring the resilience and sustainability of Portland’s infrastructure is a top priority, and upcoming improvements on Hersey Street reflect this commitment. This essential project will separate stormwater from the sanitary sewer system, significantly mitigating combined sewer overflows (CSOs) into Back Cove. By reducing untreated sewage and stormwater discharge during heavy rainfall, we are not only protecting the health of Casco Bay but also advancing our broader efforts to enhance water quality and strengthen the integrity of Portland’s utilities. This phased project will also include the replacement of aging drinking water mains in partnership with the Portland Water District, ensuring long-term reliability for residents.
City staff understand the vital importance of working with the community throughout this process, as major public works projects can have localized impacts. While carefully designed to minimize disruption, construction will bring necessary changes to sections of Clifton, Hersey, and Ocean Avenue. Residents’ voices are instrumental in shaping how we manage construction timelines, ensure safety, and coordinate neighborhood access. Base Bid Phase 1: Storm Drain/Sewer/Water within Hersey Street
- 3,300 linear feet of new gravity storm drain and sanitary sewer pipe
- 1,500 linear feet water main replacement
- The installation 4 new tree filters to provide stormwater quality treatment for the new storm drain system. This Green Infrastructure is being implemented to remove pollutants found in urban stormwater such as sediment, metals, hydrocarbons and excess nutrients before it discharges into Back Cove.
- Installation of bituminous sidewalk along northerly side of Hersey Street
- Repair of loam and seed at disturbed areas, and restoration of driveways affected by project
- Pavement restoration within Hersey Street
- New concrete sidewalk along the east side of Clifton Street
- Installation of 3 new speed tables on Hersey to reduce traffic speeds.

- 1,000 linear feet of new gravity storm drain and sanitary sewer pipe
- 1,200 linear feet water main replacement
- Pavement restoration within Ocean Ave
