Queensway Public Realm Improvement Scheme

Westminster City Council is proposing to continue the regeneration of the Queensway area through public realm improvements, between Portchester Gardens and Bishops Bridge Road.

This phase builds on the earlier stages of the scheme, which focused on the area south of Queensway, focusing on the middle and southern sections of Queensway, between Porchester Gardens and Bayswater Road, in January 2020 and May 2021. The scheme was temporarily paused to accommodate the redevelopment of Whiteleys Shopping Centre.

This ongoing initiative aims to establish Queensway as a vibrant shopping and leisure destination with a high-quality environment that is welcoming to shoppers, local businesses, and residents alike.

We invite you to have your say during the public consultation for the Queensway Public Realm Improvement Scheme. This consultation seeks feedback on the proposed changes to the layout of the footway and carriageway in the Whiteleys area of Queensway.

Consultation Period: Noon on Tuesday 12th August until 23:59pm Sunday 21st September 2025.

The Consultation Report is now available to review below.

Timeline

Phase 1: Southern Section of Porchester Gardens & Bayswater Road

January 2020 - May 2021
Phase 1 enhanced the southern section of Porchester Gardens and Bayswater Road by narrowing the carriageway to 4.8m and widening the footways.

Whiteleys Queensway Development

2023 - 2026
The development is a large-scale, redevelopment of the former Whiteleys department store in Bayswater, London.

Phase 2 Consultation: Queensway Public Realm Improvement Scheme

12 August 2025 - 21 September 2025
The Queensway proposals aim to deliver the same benefits as those in Phase 1, including creating a more pedestrian-friendly environment and enhancing overall street quality. This consultation seeks feedback on the proposed changes to the layout of the footway and carriageway in the Whiteleys area of Queensway.

Consultation responses are being reviewed

September 2025 - December 2025
Based on the feedback, we will determine what changes are needed to the proposal. We will then present the updated scheme to the WCC Cabinet Member for a decision on how to proceed.

You Said We Did

Early 2026
Westminster City Council will review all feedback and publish a ‘You Said, We Did’ report on its consultation platform. This report will outline how community input has shaped the updated proposals and highlight any changes made in response to public comments.

Traffic Management Order (TMO)

Separate Consultation
Before any changes are implemented, a separate consultation will be held on the Traffic Management Order (TMO) associated with the scheme. Feedback from this TMO consultation, alongside refinements to the design, will be considered by the WCC Cabinet Member for final approval.
