Elmbridge Local Plan

Introduction

The council is getting ready to prepare a new Elmbridge Local Plan to replace the Core Strategy 2011 and the Development Management Plan 2015.

A Local Plan helps decide how an area should grow and develop. It identifies where new homes, jobs, infrastructure and community facilities should be located so that development can be planned and supported by the services people need.

This stage of the local plan process follows the publication of the Notice to Commence a new Local Plan and the publication of the Local Plan timetable, both documents were issued on 16 October 2026.

What is this consultation about?

This consultation is about the scope of the new Local Plan. That means deciding the topics, issues and priorities it should address.

Specifically, we are looking for your views on:

  • the main challenges and opportunities facing the borough;
  • what the new Local Plan should contain
  • the important local issues that the plan should address
  • how you would like to be involved as the Local Plan develops.

At this stage:

  • we are not proposing specific sites or detailed policies
  • we are asking for your views on what the plan should cover
  • your responses will help shape the next stage where we will start plan preparation

This consultation will run from 4 November to 9 December 2026.

How to take part

Before completing the survey, take some time to read through each of the tiles. They provide important information about the new Local Plan and the issues we are asking for your views on, helping you to make an informed response.

You can also download a copy of the full draft Local Plan Scoping Consultation document, from the Documents tile, if you would prefer to read everything in one place.

What will we do with the results of the Scoping Consultation?

The council will review all responses we receive and use them to inform the next stage of our plan preparation, including the development of the evidence base, the plan’s vision and objectives, and future policy options.

A summary of the consultation responses and the key themes raised will be published as part of our Gateway 1 Self-Assessment Summary due to be issued on 16 February 2027.

There will be further opportunities for people and organisations to comment as the Local Plan progresses.
