Why we need a new Local Plan

Local plans help shape how our area will grow and develop over the coming years to meet the needs of existing and future residents. They set out where new homes, jobs, infrastructure, and community facilities should be located in a coordinated way to enable sustainable development.

Having an up-to-date Local Plan in place provides clarity for our residents, businesses, infrastructure providers and developers.

The national approach to plan-making is changing. The government has introduced a new national plan-making system and councils are now required to prepare and produce a new style Local Plan under a set of new regulations: Town and Country Planning (Local Planning) (England) Regulations 2026.

The new plan-making system sets out a clearer, more consistent way for councils to decide what development is needed in their areas, where it should go, and how local places should be protected. Local Plans will need to be produced and adopted within a 30-month period once formally started and will be much shorter in length.

The new Plan will contain an overall development strategy which will contain local planning policies as well as identify areas for future growth and development. It will set out a vision and spatial strategy for our area and focus on site allocations and important local issues. Decision making policies will now be included in the National Planning Policy Framework (NPPF).

In addition, the government has published (17 August 2026) an updated National Planning Policy Framework (NPPF). In the new NPPF 2026 the government has introduced clearer national decision-making planning policies that apply everywhere in England. These national policies now deal with many matters which apply consistently across England that were previously set out in local plans.

Under the new plan-making system the new Local Plan must be simpler, shorter and produced more quickly. It will also be digitally produced and presented and maintained.

The government requires all local areas to have an up-to-date Local Plan to support growth in a sustainable manner. An up-to-date Local Plan will help us meet the housing need set by the government’s standard method and support economic growth. Without an up-to-date Local Plan and policies there is a risk of unsustainable development that will put pressure on infrastructure and community facilities in the borough.

Accommodating new growth and development is challenging. A Local Plan enables us to carefully plan for and proactively manage development, achieving ‘good growth’, that benefits our existing and future residents and builds on the prosperity of our area. It provides certainty for communities, businesses and developers and ensures that new development and infrastructure come forward in a coordinated way.
