NTMWD Custer Road Water Main Replacement Project

It is important to note that this project is funded and managed by the North Texas Municipal Water District.

As Plano continues to grow, so does the need for reliable water service. To meet this demand, the North Texas Municipal Water District (NTMWD), in partnership with the City of Plano, is replacing an aging 30-inch pipeline built in 1975 with a new 36-inch water main. This upgrade will increase water delivery capacity to southern Plano while also strengthening system reliability.

Construction began in February 2025 and is anticipated to be completed in October 2026. The nearly two-mile pipeline runs along Custer Road and Renner Road to a water pumpstation at 15th Street. Work is currently underway in the easternmost lane of northbound Custer Road between 15th Street and Plano Parkway. Crews are progressing southward, crossing Plano Parkway and extending into Richardson across PGBT. Due to the size of the pipeline, progress is steady but slow, with work scheduled Monday through Friday between 9:00 a.m. and 4:00 p.m. to help reduce the impact on drivers.

To support the project, a staging yard has been established near Custer Road and Dolphin Drive for the storage of materials, vehicles, and heavy equipment. Under the contract, the contractor may use this space until the project wraps up, which is expected in October 2026. The plan is to eventually move the staging yard to the southern end of the project by March 2026. The project team is evaluating options with the contractor to relocate the staging yard sooner. While those discussions are ongoing, there is not a confirmed date yet. This page will be updated as soon as new information from NTMWD is available. During construction, the northbound side of Custer Road is reduced from three lanes to one in the immediate vicinity of the work area during off-peak hours and reopened to two lanes during peak travel times. These closures will shift with the work zone and continue through February 2026.

Once the new main is installed, testing will be performed, followed by decommissioning of the old pipeline and restoration of roadway pavement and other disturbed areas. As sections of the pipeline work are completed, roadway surfaces will be restored to allow traffic to use all three lanes of Custer Road. The road material will be replaced with like material—sections that were previously asphalt will be resurfaced with asphalt, and sections that were previously concrete will be reconstructed with concrete. This final phase is expected to wrap up by October 2026.

While traffic delays, noise, and truck activity are unavoidable, NTMWD and the City of Plano are working together to minimize disruptions and maintain safe access for residents, businesses, and commuters throughout the project.

The City of Plano has heard from residents who have shared concerns and questions about this project. To address these concerns, bi-weekly project updates will be provided to keep the community informed of progress, lane closures, traffic impacts, and upcoming work. Updates are posted to the Project Updates section.

City staff and NTMWD Engineering are coordinating closely to ensure residents receive accurate and timely information, so updates are consistent and clear. This regular communication is intended to provide transparency and help residents plan around construction activities.
