Knoll Road Multi-modal Trail

The Town of Southern Pines, in partnership with the North Carolina Department of Transportation (NCDOT), is currently designing a multi-modal trail along Knoll Road, which will accommodate both bikes and walkers. Town Council reviewed the initial design (called the 30%) in the summer of 2024 after public discussion sessions and a public hearing. Council directed staff to continue with the design work at that time.

Engineers are working on some traffic calming measures to include in the final design to help address concerns from residents in the Longleaf community.

This specific project originated in the Town’s Bicycle Transportation Plan, adopted in 2010. It is the missing link that would allow residents to travel all the way from the Moore County airport area to the U.S. 15-501 corridor and connect the trail network in and around Reservoir Park with the growing greenway trails and multimodal trails in the southern part of the Town. In addition to being the missing link in our growing trail network, the changes to Knoll Road will remedy what is currently designed to be a high-speed, high traffic thoroughfare designed for a different purpose than what is reality today and tomorrow.

The wide lanes and center turn lane today allow for higher speeds, passing utilizing the center lane, parking in the center lane, and other dangerous and illegal behaviors. Reducing it to two lanes and repurposing the remaining roadbed into a separated trail will result in drivers treating Knoll as any other neighborhood road instead of a high speed cut-through connector road.

The project has a total estimated cost of $2.09 million, for all phases from design through construction. Under an agreement with NCDOT, the Town will pay $418k (20%) with NCDOT paying the 80% balance of $1.67 million.

EB-5864 (KNOLL ROAD PEDESTRIAN IMPROVEMENT PROJECT)

Sealed proposals are invited and will be received by the Town of Southern Pines until 2:00 P.M., Thursday, March 12, 2026, at which time in a meeting at 801 S.E. Service Road Southern Pines, NC 28387, the sealed proposals will be publicly opened for construction consisting of furnishing and installing the following:

Multi-use path construction along Knoll Road from Midland Road (NC 2) to Airport Road (SR1843). The work includes clearing and grubbing, grading, storm drainage, paving, curb and gutter, signing, traffic control, pavement markings and markers, erosion control, and other related items as shown on the plans.

Registration with Duncan Parnell is required to obtain the plans and bid documents and be added to the official Plan Holder’s List. Addenda notification will be sent to those buying full sets from Duncan Parnell via their bid room. The cost of bid documents and shipping is non-refundable. A non-mandatory pre-bid meeting for this project will be held in person on February 19, 2026 at 2:00 PM in the Community Development Conference Room at 801 S.E. Service Road Southern Pines, NC 28387, and a virtual option will not be available.

All bids must be in a sealed envelope clearly stamped or marked:

"QUOTATION FOR – EB-5864: KNOLL ROAD PEDESTRIAN IMPROVEMENT PROJECT TO BE OPENED AT 2:00 PM ON MARCH 12, 2026.”

The Town reserves the right to reject any or all proposals and to make the award as deemed in the best interest of the Town of Southern Pines.
