Retail Strategies

for Paddington & Bayswater High Streets

As part of the Paddington and Bayswater High Streets Programme, Westminster City Council has developed Retail Strategies for three key high streets: Edgware Road, Praed Street, and the Westbourne Grove, Queensway and Porchester Road cluster.

Why do we need a retail strategy?

A Retail Strategy sets out a clear, evidence-based plan for how a high street can adapt to changing retail trends and local needs. It looks at factors such as the current mix of businesses, vacancy levels, local demand and visitor patterns to identify opportunities and challenges.

Each high street has a different role and identity, and the strategies reflect this. They highlight practical actions and potential interventions to strengthen the offer of each area, support local businesses and encourage long-term investment.

The summaries shared here present the key findings and priority actions in an accessible and visual format. They are designed to complement the Place Strategies by identifying how commercial activity can support the long-term vision for each high street, help guide future engagement with businesses, landowners and developers, and to inform how the Council supports the ongoing evolution of these important local centres.

These documents are a more accessible summary of the full Retail Strategies, which have been prepared for local landowners and investors. The full technical reports are available on request. Please email: highstreets@westminster.gov.uk

Retail Strategy Areas

The Retail Strategy looks at three key high street areas within the Paddington and Bayswater programme:

  • Edgware Road (between Marble Arch and Marylebone Flyover)
  • Praed Street
  • Bayswater Town Centre (covering Westbourne Grove, Queensway and Porchester Road).
