The Leret Partnership

Welcome to the website for The Leret Partnership, the joint venture between Mole Valley District Council and Kier Property.

The proposals mark an important step in the Transform Leatherhead programme – Mole Valley District Council’s long-term vision to strengthen Leatherhead’s distinct character and create a lively, welcoming town centre for people to live, work and spend time.

The application is now live on Mole Valley District Council's planning portal, under the reference MO/2025/02695, where you can find full details, planning documents and drawings related to the proposals.

The plans for Bull Hill and the Swan Centre are part of Mole Valley District Council’s long-term vision for Leatherhead town centre to reinvent, expand and transform the town and fully realise its potential as a distinctive, enterprising and highly regarded market town. Leatherhead’s unique position as the gateway to the Surrey Hills gives the town a distinct identity, that we have championed throughout the plans.

The proposals for the Swan Centre and Bull Hill will strengthen the heart of the town by delivering new homes, office space, leisure and community uses, all set within high-quality public spaces and improved connections between the station, High Street and riverside.

What is proposed?

The Leret Partnership plans include:

  • c. £12m investment to modernise and revitalise the Swan Centre, including:
    • Four new cafés and restaurants to support a day-to-evening economy.
    • A new three-screen cinema, or other leisure destination, bringing renewed vitality to the town centre.
    • A central public square for markets and community events.
    • Refreshed retail frontages to improve the look and feel of the centre.
  • High‑quality, sustainable homes, including affordable homes (a mix of apartments and townhouses, to rent and to buy)
  • 9,756 sqm of modern, sustainable office space attracting employers and institutional investors
  • New retail and community uses, with space suitable for a potential GP surgery or, alternatively, other community uses (e.g. a nursery).
  • Attractive green spaces including a play area twice the size of the existing one, and an improved park for all ages
  • Better, safer and separate walking and cycling routes linking the station, High Street and riverside, with bus stop improvements.
  • A multi-storey car park for residents, workers and visitors.

Previous Consultation

As part of the consultation process we held a number of in-person and online consultation events, providing the community with opportunities to share feedback on the proposals and meet our team. Details of these events can be found here.
