What is the process for updating our Local Plan?

Preparing the Elmbridge Local Plan 2039 involves several stages over approximately 30 months. 

It’s important to note that the 30-month timescale is the government’s aspiration for how quickly plan-making should progress under the new plan-making system. Plan-making is a complex process that requires issues to be resolved which can lead to delays.

We are currently at the beginning of the process, the Scoping Consultation, having already published the Notice of Commencement on 16 October 2026.
